NASA’s Goddard Space Flight Center has released a draft request for proposals for the Landsat 10 spacecraft as the agency prepares for a full and open competition to support the Earth observation mission planned for launch in 2031.

What Is the Scope of Work?

According to a presolicitation notice posted Tuesday on SAM.gov, the selected contractor will handle spacecraft design, engineering, development, fabrication, integration, testing and evaluation for a single Landsat 10 observatory. The scope also includes integrating the Landsat Next Instrument Suite, conducting mission readiness and ground simulation activities, supporting launch and commissioning operations and delivering the spacecraft to the launch site. NASA said the contractor may also perform engineering and impact analyses to address payload integration issues, mission risks and evolving program requirements.

How Will NASA Structure the Acquisition?

NASA plans to award a firm-fixed-price and time-and-materials contract with a potential performance period of about five and a half years, including option periods tied to possible launch delays. Responses to the presolicitation are due June 2, with NASA expected to release the final request for proposals in late June and accept submissions about 30 days later.

How Does Landsat 10 Continue Previous NASA Efforts?

The Landsat 10 procurement is part of NASA’s ongoing Landsat modernization efforts, including the Landsat Next program and earlier missions such as Landsat 9. Raytheon recently completed the preliminary design review for NASA’s Landsat Next Instrument Suite after securing a $506.7 million contract in 2024, while United Launch Alliance received a $153.8 million contract in 2017 to launch services for Landsat 9, which launched in September 2021.
