Missile Defense Agency Soliciting Proposals for $151B SHIELD Multiple Award Contract

The Missile Defense Agency has issued a request for proposals for its Scalable Homeland Innovative Enterprise Layered Defense, or SHIELD, indefinite-delivery/indefinite-quantity contract vehicle valued at up to $151 billion.

Through SHIELD, the MDA aims to develop continuous, layered protection against air, missiles, space, cyber and hybrid threats, according to the RFP posted on SAM.gov Tuesday. A draft version of the RFP was posted in July.

Leaders from the Department of Defense and U.S. combatant commands will discuss the importance of international partnerships and the need to strengthen partnerships with the defense industrial base at the Potomac Officers Club’s 2025 GovCon International and Global Defense Summit on Oct. 16. SHIELD Contract Details

SHIELD is a new, flexible contract vehicle that will enable MDA and other Department of Defense components to rapidly issue orders.

The RFP identifies 19 work areas where companies can contribute, such as research and development, prototyping, experimentation, systems engineering, weapons design, data mining, modernization, cybersecurity, and modeling, simulation and analysis.

Selected contractors will be expected to implement technologies, such as artificial intelligence and machine learning, and practices, including model-based systems engineering and agile acquisition and development, that would support the rapid delivery of capabilities to warfighters.

The anticipated period of performance is 10 years, including options. Interested parties may submit their proposals on or before 6 a.m. Eastern time on Oct. 10.

Golden Dome of America

SHIELD is one of the contracting vehicles issued to support the establishment of President Donald Trump’s Golden Dome. MDA previously posted a Multiple Authority Announcement for kinetic and hypersonic defense, command and control, space-based sensors and interceptors, and other capabilities.

Mark Wright, spokesperson for MDA, confirmed in a previous statement that MAA and SHIELD are two separate opportunities.
