Army Secretary Ryan McCarthy and Chief of Staff Gen. James McConville urged Congress to support financial and policy initiatives meant to help the service branch increase readiness and modernize platforms.
They are concerned about the possible impacts of funding uncertainty on Army programs after a stopgap government funding bill expires on Nov. 21.
