MANTECH has promoted Sarah Carter, most recently vice president of enterprise pursuits, to senior VP and chief growth officer.
The company said Friday Carter will report to Matt Tait, CEO and president of MANTECH, as he oversees strategic growth initiatives and improves client relationships across defense, intelligence, homeland security and space agencies.

“Sarah has been a key force in driving MANTECH’s industry-leading win rates,” said Tait, a 2026 Wash100 awardee.
“Her promotion reflects the significant impact she has had on MANTECH – the result of her deep expertise in capability solutions to clients, exceptional track record of winning critical new business and securing vital recompetes,” he added.
Who Is Sarah Carter?
Carter is a growth executive with over three decades of experience in the government contracting industry.
As VP of enterprise pursuits at MANTECH, she helped build pursuit teams focused on securing new business opportunities and recompete awards. The company said she supported growth efforts by developing deal-making strategies and delivering tailored platforms throughout the business development lifecycle.
She has been with MANTECH since 2018 and has held several leadership roles, including growth VP for the company’s federal civilian sector and federal health client executive.
Prior to joining MANTECH, Carter held leadership positions at Ernst & Young and Irving Burton Associates, leading transformation and delivery engagements supporting defense and homeland security agency customers.
