What Is the Scope of the CESO Modernization Contract?

The company said Monday it will deliver integrated engineering, software development, IT operations and cybersecurity services to optimize CESO’s secure web applications, enabling more efficient classified collaboration and information sharing between the Department of War and the intelligence community. The effort includes introducing scalable, artificial intelligence-enabled capabilities aligned with zero trust requirements to enhance secure data access, operational efficiency, user experience, decision-making and overall mission readiness.

“This modernization effort strengthens the digital backbone that supports our nation’s defense and intelligence operations,” said Paul Welch, senior vice president of digital modernization at Leidos. “By delivering secure, unified access to classified information, Leidos is enabling faster decision making, more effective operations and the resilience needed to maintain mission superiority.”

According to the company, the award reinforces its role in operating, sustaining and defending some of the DOW’s most critical networks worldwide. The effort aligns with Leidos’ long-term digital modernization goals under its NorthStar 2030 strategy.

What Are Leidos’ Prior DISA Contracts?

The latest contract to modernize CESO IT operations builds on Leidos’ long-standing work supporting DISA-led network modernization efforts. Recent awards include a five-year, $35 million contract in June 2025 to modernize Cross-Domain Enterprise Services, a potential $823 million task order in July 2024 for DOW network sustainment, more than $30 million in Defense Enclave Services task orders awarded in December 2024 to expand user migration and a 10-year, $11.5 billion DES contract secured in 2022 to consolidate Fourth Estate networks.
