GSA’s FY27 Tech Roadmap: How the Agency Plans to Advance AI, Modernization & Other Initiatives

  • GSA is requesting $435.5 million in net discretionary authority for FY27
  • The agency is pursuing AI, cloud and cybersecurity milestones
  • GSA Chief Acquisition Officer Greg Justice will discuss agency priorities and tech investment plans at the 2026 FedCiv Summit

The General Services Administration has requested funding of $435.5 million in net discretionary authority in fiscal 2027, and a significant portion is expected to go toward modernization and technology programs. In its FY27 Annual Performance Plan, or APP, the agency said investing in and deploying “secure, scalable and modern digital infrastructure and software,” specifically through cloud and artificial intelligence, is one of its four fundamental core strategies to fulfill its mission.

Drawing from the APP and the agency’s congressional justification document, here is how the agency intends to allocate its budget and its key technology targets in FY27.

What Is the FY27 Plan for the Technology Modernization Fund?

While the Technology Modernization Fund, or TMF, will not receive a new allocation under the proposed GSA budget for FY27, it does not mark the end of the program.

TMF is currently operating under the continuing resolution signed into law in September. The measure extends funding for both the investment vehicle and the TMF Board through Dec. 11.

The Trump administration is also seeking other ways to continue funding TMF. The FY27 budget request includes provisions that would allow GSA to capture and transfer “up to $100 million in funding that would otherwise be unavailable for obligation from other agencies” into TMF.

A spokesperson for GSA told FedScoop that the administration’s proposed FY27 budget reflects TMF’s critical role in “helping federal agencies upgrade critical systems and improve public services.”

“As in the FY26 budget, the FY27 budget shows that the TMF is rightfully viewed by the Administration as a critical tool for ensuring technology projects deliver on time, on budget, and with significant savings for taxpayers,” the spokesperson stated.

Between fiscal years 2018 and 2025, TMF invested $1.03 billion in 68 unclassified projects across 40 agencies, a recent Government Accountability Office report revealed. The congressional watchdog said that 24 TMF-funded projects are projected to achieve $1.06 billion in total savings.

How Much Budget Is GSA Seeking for the Federal Citizen Services Fund?

GSA is seeking $71 million in FY27 for the Federal Citizen Services Fund, or FCSF, which supports programs that improve the accessibility and security of government services.

FCSF funding will also support the operations and improvements of API.data.gov, Digital.gov, SearchGov, USAGov and other programs and services managed by GSA.

What Is GSA’s FY27 Goal for IAE Consolidation?

The Integrated Award Environment, or IAE, is a government-wide initiative that facilitates the federal awards process in the System for Award Management, or SAM, and other online systems. GSA is in the process of consolidating IAE systems into a modernized SAM.gov. By FY27, the agency expects to achieve 95 percent completion of IAE systems consolidation.

What GSA IT Programs Are Outlined in the FY27 Performance Plan?

In its FY27 APP, GSA unveiled strategic milestones across several core IT initiatives.

Enterprise Data Solution

GSA is building an Enterprise Data Solution, or EDS, an ecosystem that centralizes agency data, reporting and analytical services.

In FY27, the agency’s goal is to have 40 percent of its datasets available on the EDS, up from the 18.5 percent of datasets uploaded to the ecosystem in FY25.

FedRAMP & Login.gov

GSA also has planned improvements and expansion across the Federal Risk and Authorization Management Program and Login.gov.

For FedRAMP, GSA is targeting a reduction in the approval time for Rev 5 or 20x authorizations from the average of 150 days in FY25 to just 30 days in FY27. Meanwhile, the agency wants to scale Login.gov by growing the number of active users to 100 million.

AI & Automation

GSA is streamlining procurement by deploying AI and automation across Federal Acquisition Service systems and workflows. According to the agency’s Annual Performance Plan, these capabilities will reduce manual overhead, deepen market intelligence, and speed up data-driven decision-making.

Central to the effort is the Procurement Automation Ecosystem, an AI-enabled digital ecosystem designed to unify procurement processes for the government acquisition workforce and suppliers.

GSA also plans to leverage AI capabilities through USAi, a government platform that enables agencies to safely explore and evaluate AI tools, to accelerate technology modernization and improve business processes.

Launched in August 2025, USAi provides access to multiple leading AI models from Google, Anthropic, OpenAI, Microsoft, Meta, xAI and Amazon.

Additionally, the agency wants to utilize USAi’s security processes on procurement data to enhance oversight and to detect fraud.

AI is a central theme at the 2026 FedCiv Summit. The event will have no fewer than five panels dedicated to the challenges, opportunities and real-world impact of AI deployment in federal civilian agencies. Panels will explore the role of AI in modernization, how to scale AI programs and other government priorities. Get your tickets today!

Cloud Migration

GSA will continue efforts to migrate its systems to the cloud to improve security, scalability and reliability. The agency has set a target for 72 percent of its total systems to be cloud-hosted in FY27.

To meet this milestone, its Cloud Advisory Working Group is actively overseeing the transition of legacy on-premise technologies into the FAS cloud services ecosystem.

Cybersecurity

GSA will also invest in strengthening its cybersecurity capabilities in FY27 to comply with the mandates outlined in Executive Order 14028, Improving the Nation’s Cybersecurity. Issued in 2021, the EO directs agencies to enhance the security of software supply chains and safeguard federal systems from digital threats, according to the National Law Review.

The 2026 FedCiv Summit on Oct. 29 will bring together decision-makers from GSA, the Small Business Administration, the Department of Labor, the Office of Personnel Management, the Department of Energy and other agencies to talk about the technologies transforming government operations.
