FEMA to Recompete Operations Sustainment & Enhancement Support Contract

The Department of Homeland Security’s Federal Emergency Management Agency plans to launch a competition for a follow-on contract to continue providing operations portfolio sustainment and enhancement support to help keep FEMA’s information systems available and operational.

According to a notice published Thursday on the Acquisition Planning Forecast System, FEMA expects the recompete contract to be worth over $100 million and anticipates award by the second quarter of fiscal year 2025.

BAE Systems is the incumbent contractor. In 2019, the company received a $300 million contract from FEMA for operations and maintenance services.

Contract Scope

Under the proposed firm-fixed-price contract, the contractor will support FEMA systems and technical environment as well as the agency’s hybrid on-premises and cloud operations and maintenance activities.

The vendor should proactively monitor FEMA’s systems, networks and applications and maintain continuity of operation planning, technical infrastructure, data storage, processing power and retention abilities.

The proposed recompete contract’s scope encompasses nine functional areas: program management; IT system operations, sustainment and enhancement; telecommunications operations sustainment and enhancement; customer service support; data network services; audio and video services; enterprise software support; endpoint engineering services; and operations engineering services.

Work will occur in Washington, D.C., with an expected completion date of Jan. 31, 2030.
