The Department of Homeland Security’s Federal Emergency Management Agency is seeking companies that can provide incident staging base, or ISB, and cross-docking operations support to enhance the delivery of resources to state, local, tribal governments and territories in case of disasters.
The agency intends to award up to three indefinite-delivery/indefinite-quantity contracts with up to three years of performance period and an estimated $190 million maximum value for the requirements, according to a request for proposals posted on SAM.gov.

Details of FEMA’s National Cross-Dock, Incident Base Support Contract
The FEMA Logistics Management Directorate is in charge of the delivery of commodities and manufactured housing units necessary for the agency’s disaster response operations. In recent years, FEMA encountered challenges involving the non-DHS trailers it uses to transport goods.
A transportation working group within the agency recommended cross-docking to reduce trailer operations costs and improve tracking of leased resources. Under the working group’s plan, trailers will be cross-docked to a fleet of trailers managed by a single contractor.
In addition, FEMA also needs empty trailer yards to address backlogs at ISBs and federal staging areas, or FSA.
The cross-docking sites and empty trailer yards must be located within a 50-mile radius of a FEMA ISB/FSA. FEMA also requires 24/7 access to trailers and security to ensure that assets are safe from theft and vandalism.
