DSA Lands $193M Army eCAP Task Order for Cloud Modernization, AI-Enabled Defense Capabilities

Data Systems Analysts has secured a five-year, $193 million task order to continue supporting the U.S. Army’s cloud modernization and digital transformation initiatives throughout the Defense Intelligence Enterprise.

The Enterprise Cloud Analytics and Processing, or eCAP, task order was awarded under the Army’s Responsive Strategic Sourcing for Services, or RS3, contract vehicle and supports the Army DEVCOM C5ISR Center’s Research and Technology Integration Directorate, DSA said in a press release posted on LinkedIn Thursday.DSA Lands $193M Army eCAP Task Order for Cloud Modernization, AI-Enabled Defense Capabilities

What Will DSA Support Under eCAP?

The work covers R&D, integration, prototyping, fielding, sustainment and modernization of cloud infrastructure, artificial intelligence and machine learning-enabled systems, and data-centric platforms supporting multi-domain operations and joint all-domain operations environments. It also includes enterprise lab services, cybersecurity, systems integration, lifecycle sustainment activities, and processing and management capabilities designed to improve workflow efficiency and accelerate decision-making in operational environments.

According to a justification review document, eCAP is intended to modernize legacy software systems, enhance enduring capabilities, and accelerate future cloud modernization efforts across the Army and Defense Intelligence Enterprise. The effort is designed to enable “rapid, data-driven application development and data-informed decisions to meet the soldiers’ speed of need.”

The Army Contracting Command awarded the follow-on task order to DSA. The justification document stated that awarding the work to another vendor could create operational disruptions, increase costs and delay capability development timelines by approximately one year.

“The eCAP award builds on our longstanding partnership with the U.S. Army and reinforces DSA’s commitment to supporting Digital Transformation initiatives that directly impact mission success,” said John Foley, CEO of DSA.

How Does eCAP Fit Into DSA’s Army Mission Portfolio?

The award expands DSA’s existing support for Army modernization and intelligence programs.

In 2023, DSA secured a three-year, $50 million Responsive Strategic Sourcing for Services task order supporting DEVCOM C5ISR Center and Army G-2 initiatives tied to multi-domain operations capabilities. That work included advanced research, prototyping, technology integration and sustainment support for operational systems and analytics platforms.
