DOI Opens Potential $484M Cisco Enterprise IDIQ to Small Businesses

DOI Opens Potential $484M Cisco Enterprise IDIQ to Small BusinessesThe Department of the Interior is accepting proposals for a multiple-award contract that would consolidate its Cisco technology purchases under a single enterprise vehicle. Pricing schedules in the solicitation posted on SAM.gov on Wednesday estimate the requirement at $484 million over 10 years.

The Interior Business Center’s Acquisition Services Directorate issued the request for proposals on behalf of DOI’s Office of the Chief Information Officer. The indefinite-delivery/indefinite-quantity contract is a total small business set-aside and will carry firm-fixed-price task orders.

According to the solicitation, DOI’s Cisco procurement has historically been executed at the bureau level, producing inconsistent equipment standards, misaligned SmartNet coverage windows and redundant contract actions. The department wants the new vehicle to standardize purchasing and lifecycle management for a network spanning about 2,400 domestic and overseas locations.

What Do the DOI Cisco IDIQ’s Two Functional Areas Cover?

Functional Area 1 addresses software licensing and support services, including department-wide Cisco enterprise agreements, license provisioning and SmartNet renewal management. The area is estimated to be worth $149 million. DOI intends to make a single best-value award under FA1.

Functional Area 2 covers Cisco hardware procurement and installation services at DOI sites. Its estimated value is $335 million. The department plans up to nine FA2 awards, with two reserved for Indian Small Business Economic Enterprises.

Offerors must hold Cisco Preferred Partner designations in networking, security and services. The contract has a five-year base ordering period set to begin Sept. 30, followed by a five-year option running through September 2036.

When Are Proposals Due?

Proposals are due July 31. Questions must be submitted to the contracting officer by July 15. 

Evaluation will proceed in three phases covering advisory feedback, compliance review and full proposal assessment. Companies seeking feedback under the voluntary Phase I advisory process must respond by July 10.

DOI intends to award a Day-One task order in each functional area, contingent on the offeror winning the corresponding IDIQ.
