The Defense Information Systems Agency has reissued its call for bids on a potential 10-year, $17.5 billion contract vehicle for products and services to support the Defense Department‘s information technology modernization efforts.
DISA said in a FedBizOpps notice posted Friday interested vendors can submit new proposals for the Encore III contract through Sept. 30.
Frank Konkel of Nextgov reported Thursday that DISA modified its Encore III solicitation document to comply with recommendations the Government Accountability Office made in response to pre-award protests by Booz Allen Hamilton (NYSE: BAH) and CACI (NYSE: CACI) that challenged DISA’s source selection method.
The congressional watchdog upheld the use of a lowest price, technically acceptable method for the vehicle but said that DISA’s strategy to exclude from competition any vendors “with a total proposed price 50 percent below the trimmed average total proposed price” was arbitrary and inconsistent with the LPTA framework, according to the report.
The report added GAO ruled that DISA did not provide “a reasonable basis to compare the cost of competing proposals” for the Encore III vehicle.
