DHS Issues Draft RFP for Potential 3.1B CWMS 3.0 Contract

The Department of Homeland Security’s Office of Procurement Operations has released a draft request for proposals for the Cellular Wireless Managed Services, or CWMS, 3.0 contract with a potential value of $3.10 billion.

Scope of the Cellular Wireless Managed Services 3.0 Contract

According to the notice posted on SAM.gov Friday, the indefinite-delivery/indefinite-quantity CWMS 3.0 contract aligns with the DHS efforts to reduce wireless expenditures and develop a more efficient operation while enabling access to advanced wireless tools and services. The selected contractor will provide program management support and establish a service desk to support all employees.

The contract also covers other mandatory and optional commercial cellular wireless managed services, including access to various carriers and services and a web portal tailored to manage each device or component’s life cycle from order placement to recycling. 

Aside from program management and service desk support, other mandatory services include performance management, telecommunication expense management services, management portal and transition services. Optional services will cover cellular and satellite wireless devices, accessories, licenses and services, mobile device management, labor support and in-building cellular enhancement services.

Some specific services the contractor will render include streamlined invoicing, billing and payment methods, device ordering and delivery processes, standardized reporting, and reliable provision of wireless devices and services for all employees.
