Chris “CT” Thomas, technical director within the Global Office of the Chief Technology Officer at Dell Technologies, said government agencies can strengthen security and resiliency as they expand their adoption of artificial intelligence by using sovereign AI environments designed to maintain control over sensitive data and operations.
How Does Sovereign AI Help Agencies?
“As AI projects expand, the government can maximize the technology’s potential by encouraging more multi-agency projects,” Thomas wrote in an article published on Carahsoft.com.
“Sovereign AI provides a unified and compliant platform for those activities. When agencies know they’re all operating within a similar controlled environment, they can collaborate more effectively and efficiently,” he added.
Thomas noted that sovereign AI could also help accelerate the transition from experimentation and prototyping to production deployment.
Deploying AI at the Mission Edge
Thomas said mission-edge requirements vary across agencies based on mission scope, acceptable risk levels and data governance standards.
He noted that some agencies may adopt hybrid deployment models that combine public cloud resources with applications hosted in agency-operated or colocated data centers under government oversight.
“We also keep our federal enclave separate from the rest of Dell’s IT infrastructure to meet the government’s security and regulatory requirements,” Thomas said.
According to Thomas, Dell supports modular and open-system approaches that allow agencies to deploy AI in environments that align with mission-specific security and compliance needs.

Thomas said Dell has expanded its ecosystem of independent software vendors to support government AI initiatives and strengthen trust across the AI supply chain.
“Those partnerships enable us to provide comprehensive AI solutions that support a variety of use cases while honing our understanding and skills as a trusted advisor to government,” he wrote.
He noted that Dell applies cybersecurity principles across hardware and application layers while working with partners to deliver secure, sovereign AI platforms to government customers.
