What Is the Scope of the ITPS Contract?
CSA said Tuesday the contract covers cybersecurity, software testing, digital and enterprise capabilities, and configuration management in support of the Bureau of Naval Personnel, or BUPERS, and Navy Personnel Command, or NPC, Force Management. The effort, to be performed under the service branch’s Information Technology Program Services, aims to strengthen and maintain the Navy’s human resources systems.
Under the contract, CSA will assist in maintaining and securing records management systems that facilitate key personnel functions, including selection boards, career advancement, retention efforts and casualty tracking.
“This award expands our current footprint in delivering support and solutions for complex, mission-critical IT environments. Our team brings deep technical and domain expertise, operational discipline, and a strong focus on mission alignment and innovation to ensure the Navy’s systems remain secure, resilient, and available whenever and wherever they are needed,” said Greg Blue, president and CEO of CSA.
Why Are BUPERS Personnel Systems Important?
As the Navy’s central authority for managing service member records, BUPERS/NPC Force Management supports career oversight, personnel decision-making and workforce planning for sailors across the fleet. Its records management systems process millions of transactions each year and play a vital role in supporting Navy personnel operations worldwide.
CSA’s Previous Navy Contract Awards
CSA has also secured several other Navy awards in recent years. In November 2022, the company received a three-year task order to provide IT operations support to Naval Service Training Command. In October 2022, its subsidiary Capstone won a recompete task order to support the My Navy Career Center’s Common Access Card program.
In June 2023, CSA was awarded recompete contracts to continue providing IT support to the Navy Recruiting Command and deliver watch stander support services to Commander Navy Installations Command’s Emergency Management Department.
