Bethesda, Maryland-based Clark Construction Group will design and construct a new health care center for the Department of Veterans Affairs under a four-year, $599.1 million firm-fixed-price contract from the U.S. Army.
The Department of Defense said Tuesday the contractor will perform work at Fort Bliss in El Paso, Texas, and is expected to complete construction by Dec. 28, 2027.
According to an award notice posted on SAM.gov, the design-build construction contract has options that, if exercised, would raise the total program value to $617.4 million.
Solicitation documents also reveal that the new health care center with approximately 493,000 square feet of space is meant to replace VA’s facility for the El Paso Veterans Affairs Health Care System. Contract work also includes building information systems and special foundations as well as establishing utilities, stormwater infrastructure and other associated facilities and improvements necessary to support the new health care center.
Clark Construction Group competed against one other bidder for the project. The contractor was obligated the full base value from fiscal 2024 VA funds at the time of the award.
Army Corps of Engineers serves as the contracting activity.
