CBP Seeks Proposals for Potential $100M FOCI Recompete Contract

The Customs and Border Protection, through the Linear Ground Detection System program, has started soliciting proposals for a recompetition of the potential $100 million Fiber Optic Cable Installation, or FOCI, contract.

According to the request for proposals issued on the Acquisition Planning Forecast System Monday, the CBP intends to award a hybrid firm-fixed-price and time-and-material contract under the Department of Homeland Security’s Strategic Sourcing Contract, Tactical Communications Equipment and Services II, or TACCOM II.

Fiber Optic Cable Installation Contract Scope

The contract covers the installation, connection and testing of fiber optic cables at various locations along the U.S. northern and southern borders. The potential contractor will conduct comprehensive site surveys, identify underground and surface utilities and provide construction services, including trenching and installing the fiber optic cables and connecting them to existing fiber optic port of entry points. This will be done at each site, approximately three and a half miles long, including the originating and termination points.

The selected company will also conduct Optical Time Domain Reflectometer testing and perform site restoration. If needed, the contractor will install underground spurs or trunk lines and repair or replace previously installed fiber optic cables if the existing government-owned cables fail the OTDR testing.

Furthermore, the company will provide the required management services, labor, equipment, material and supplies, and all necessary documentation, including a Design Analysis Report, engineering drawings and engineer-sealed design packages.

The contract is expected to be completed by Sept. 9, 2028. Chartis previously handled the contract.
