Empower AI has appointed Carlton Graves, a federal business development and capture leader, as vice president of capture and proposal management.

In a LinkedIn post, the company said Graves will leverage his leadership experience in federal capture, proposal development and execution efforts to support Empower AI’s growth initiatives in the federal technology contracting market.

“Carlton is a strong addition to our leadership team. We are excited to have him leading Capture and Proposals for the Growth Team,” said Juan Toves, chief growth officer at Empower AI.

Who Is Carlton Graves?

Graves is a senior executive with over three decades of experience delivering and maintaining IT platforms to meet the needs of federal, defense, and corporate customers. 

Prior to joining Empower AI, Graves was senior director of capture management for civilian and health at ASRC Federal.

He spent four years at Peraton, where he served as director of capture management.

His industry career included senior capture management roles at several technology companies, including Perspecta, DXC Technology, Hewlett Packard Enterprise and Northrop Grumman.

Earlier in his career, Graves served as director of professional services at Abacus Technology and head of enterprise services at Zaiq Technologies.

What Is Empower AI?

Empower AI provides artificial intelligence, infrastructure modernization, engineering and integration, IT service management, software and mission support for defense, civilian and healthcare customers. The company was formerly known as NCI Information Systems before rebranding in 2022 to reflect its focus on AI and mission-oriented platforms for federal agencies. 

The company received several contracts in 2025, including an Army task order for cybersecurity support. In October, Empower AI also secured a multiyear contract valued at more than $200 million to support the Army Metering Program through critical infrastructure modernization support.
