Schaffer’s expertise in the space sector developed in large part in government agencies such as NASA, Office of the Secretary of the Air Force, Office of the Secretary of Defense and State Department.
Early in her career, she was a research assistant for the Space Policy Institute at the George Washington University. At NASA, she became part of the Exploration Systems Mission Directorate.
Schaffer joined the Office of the Secretary of the Air Force as presidential management fellow and later acting branch chief of the National Security Space Office.
From 2010 to 2014, she was with the Department of Defense as space policy adviser and deputy director of space policy engagement at the Office of the Secretary. She left DOD to serve as cyber team lead at the State Department’s Office of Emerging Security Challenges and then returned to the DOD Secretary’s office in 2015.
