ASRC Builders-Caddell Wins $290M Army Contract for Training Center in Alaska

ASRC Builders-Caddell has secured a $290.3 million contract from the U.S. Army to construct the Joint Integrated Test and Training Center at Joint Base Elmendorf-Richardson in Alaska.

The U.S. Army Corps of Engineers has obligated $110.9 million in fiscal year 2025 military construction funds at the time of the award, the Department of Defense said Friday.

The flight simulator training facility project will be the first facility capable of supporting joint and multinational force training through a combination of live-fly and synthetic scenarios. Construction is expected to be completed by June 2029.

“Establishing the JITTC at JBER allows our warfighters to train against our pacing challenge in realistic threat scenarios,” said Col. Kevin Jamieson, 3rd Wing commander. “This training capability is critical to ensure our men and women will be ready to perform their duties on Night-1 of a conflict if called upon and will be the premier training venue for decades to come.”

JITTC to Support Agile Combat Warfighters

The 149,913-square-foot, two-story facility will feature simulator rooms, briefing areas, mission operation centers, a central server room, an auditorium, administrative space, a security office, break rooms, and storage. It is designed to withstand Alaska’s cold weather and meet Intelligence Community security standards.

“From our position in Alaska, Joint Base Elmendorf Richardson is uniquely situated to protect the homeland and project joint forces,” said Col. David Wilson, 673rd Air Base Wing and JBER commander. “This investment powers us to deliver on those missions, increase readiness and build the next generation of agile combat warfighters and support teams.”

The JITTC is part of the Department of Defense Mega Project.
