The U.S. Army plans to release a solicitation for a consortium management organization to oversee a potential 10-year, $2.5 billion other transaction agreement in support of the Detroit Arsenal Innovation program.
The service will use the DAI OTA to advance several technology objectives in several areas such as autonomy and connectivity; cybersecurity; safety technologies; survivability; advanced energy storage; powertrain; lightweighting; mobility, modeling and simulation; test and evaluation; fuels and lubes; platforms; collaboration; petroleum and water systems; external systems; and architecture and modularity, according to a notice published Friday.
The selected CMO will provide program, technical, reporting, financial, contractual and administrative support for the OTA, which has a base performance period of five years and five option years.
The solicitation process will have three phases and the initial phase will identify the proposers’ eligibility for the program. Phase 2 will be the panel pitch and Phase 3 will focus on the evaluation of final proposals.
The government intends to release the solicitation on Oct. 15 and expects the solicitation to close by Nov. 30.
