What Are the Contract Details?

The Department of War said Friday the firm-fixed-price contract has a base value of $171.5 million. The Birmingham, Alabama-based company will perform work in Huntsville, Alabama, and is expected to complete the project by April 21, 2028.

The U.S. Army Corps of Engineers, or USACE, which serves as the contracting activity, solicited proposals for the contract online, receiving three bids. It will allocate the initial contract amount from fiscal 2024 and 2025 military construction, defense-wide funds, and fiscal 2026 research, development, test and evaluation, defense-wide funds at the time of the award.

What Are BL Harbert’s Previous Works With USACE?

In October 2025, BL Harbert International landed a $337.3 million contract to construct a B-21 Software Integration Lab at Tinker Air Force Base in Oklahoma. In January 2024, the company secured a potential three-year, $206.6 million contract to build a weapons generation facility for the B-21 aircraft at Ellsworth Air Force Base.
