Air Force Awards 3 Spots on $300M Tinian Construction Materials Supply BPA

The Department of the Air Force has awarded three companies positions on a potential $300 million blanket purchase agreement to supply construction materials needed to build a runway on Tinian in the Commonwealth of Northern Mariana Islands, or CNMI.

According to an award notice published Monday, the awardees are FPA Pacific, Construction and Materials Supply and USA Fanter.

The Air Force awarded the multiple-award BPA as a total small business set-aside program.

According to a statement of work, the agreement will support the 356th Expeditionary Civil Engineer Group’s rehabilitation projects on the island of Tinian.

The vendors will provide all personnel, vehicles, training, supervision, tools, equipment and other resources necessary to produce and deliver aggregate materials.

The contractors should also be responsible for material production and transportation equipment. They should also meet all Commonwealth Port of Tinian and biosecurity cleanliness requirements.

According to the award notice, the BPA allows for onboarding, providing interested vendors with an opportunity to express their interest and be considered to secure a position on the agreement.

To be eligible for an award, the offeror should have access to a quarry that can produce the aggregate required under the standards; possess a self-certification of being a small business concern; and provide evidence of being capable of complying with CNMI import and biosecurity standards if aggregate is intended to be sourced from outside the CNMI.
