Navy Awards 7 Spots on Potential $828M Business Management Support Contract

The U.S. Navy has awarded seven companies positions on a potential nine-year, $827.9 million indefinite-delivery/indefinite-quantity contract to provide business management support services for the deputy chief of naval operations for personnel, manpower and training, or N1, and subordinate commands.

Which Companies Secured Spots on the IDIQ?

The Department of War said Wednesday the Navy selected the following companies:

  • 22nd Century Technologies
  • Booz Allen Hamilton
  • CACI International
  • Guidehouse
  • Ignite Digital Federal Services
  • Serco
  • Systems Planning and Analytics

What Are the Details of the Contract?

According to DOW, the Navy received 20 offers after soliciting proposals through the System for Award Management website under the Federal Acquisition Regulation. The Naval Supply Systems Command Fleet Logistics Center Norfolk Contracting Department, Pentagon Directorate, in Philadelphia, is the contracting activity.

The multiple-award IDIQ has an estimated base value of $276 million and includes a three-year base ordering period and two three-year option periods. Work is set to start in September 2026 and conclude in September 2029 under the base period, then continue through September 2035 if the Navy exercises all options. Contract holders will compete for firm-fixed-price and cost-plus-fixed-fee task orders, which will define all work under the vehicle.

The Navy will obligate $70,000 in fiscal 2026 operations and maintenance funds at the time of award, or $10,000 per awardee, to cover the minimum guarantee for each contract. Those funds will expire at the end of the current fiscal year. The service will fund later task orders with operations and maintenance funds from the applicable fiscal year.

What Is the Scope of Work?

According to the solicitation, N1 advises the chief of naval operations on manpower, personnel and training strategy and policy, and the official in the role also serves as chief of naval personnel.

The contractors will help the enterprise develop and carry out its programs and policies and will assist with budgeting, analysis and justification. The work also covers manpower assessment; forecasting; performance assessment; and research, development, test and evaluation program management. Support areas include:

  • Program management: Contractors will provide strategic planning, communications and media planning, process review and reengineering, evaluations of commercial off-the-shelf products, and operations research-based analysis.
  • Financial management: Contractors will assist with financial program management and compliance.
  • Budget planning: Contractors will help assess and prepare documentation for each program objective memorandum cycle.
  • Administrative support: Contractors will manage calendars and travel for principals, track staff action items, draft correspondence and maintain secure files.

The solicitation lists more than 30 potential government and contractor sites across the U.S., including Millington, Tennessee; Norfolk, Virginia; and Washington, D.C., and states that each task order will specify where the work will take place.

What Other Multiple-Award Contracts Has the Navy Recently Issued?

The business management support contract adds to a series of multiple-award vehicles the Navy has issued in recent months. In February, the Naval Supply Systems Command awarded 24 companies spots on the $55 billion WEXMAC TITUS 2.2 IDIQ to provide expeditionary logistics and operational support. In August, the command added Integrity Technologies to the Worldwide Expeditionary multiple-award contract, which could reach $65 billion if the five-year option period is exercised.

That same month, the Naval Information Warfare Center Pacific awarded 29 companies positions on a potential $400 million IDIQ for operational exercise design, systems engineering and technical support.

In June, the Navy selected 59 companies for a potential $250 million IDIQ to modernize and sustain the enterprise IT systems supporting naval maintenance and logistics operations.
