FAA Seeks Small Business Support for Contract Management System

The Federal Aviation Administration has issued a solicitation for supporting the system that manages its NAS Integration Support Contract IV, or NISC IV.

The solicitation, posted on SAM.gov Monday, stated that the NISC Enterprise Support Tasking contract, or NEST, covers operations and maintenance of the NISC Information Management System, or NIMS, and the inactive Contract Management Information System that supported NISC III. The FAA will hold a live NIMS demonstration Sept. 9 for interested parties. Proposals are due Oct. 15.

This opportunity is set aside for women-owned small businesses. The agency plans a single firm-fixed-price award with a 12-month base period and four one-year options. The award is projected for Feb. 26, 2027.

What Does the FAA Want Under the NEST Contract?

NIMS handles task order management, financial transaction management and invoice processing for the AJW-2131 Implementation Services Group, integrating with the FAA’s PRISM and Delphi financial systems.

The selected contractor will maintain the NIMS/CMIS platform on its existing technology stack, which runs Adobe ColdFusion and Oracle Database 19c in the FAA’s Amazon Web Services cloud environment. The work covers quality assurance, security compliance, help desk support and user training.

The contractor will also serve as subject matter expert on architecture, design, development and testing for a new system to support the coming NISC V contract, while NIMS stays running to close out NISC IV. That work will fall in option period two onward.

Historical help desk volume has stayed at or below 10 calls a month, according to the solicitation. The government estimates 43,200 labor hours over the course of the contract, or 8,640 per year.

How Will the FAA Evaluate NEST Proposals?

The agency will use a best-value approach, weighing the technical approach, past performance, price and transition plan.

Technical approach carries the most weight, with three equally weighted subfactors covering task management, NIMS operations and systems support for the NISC V transition. Past performance ranks second, price third and transition plan last.

Offerors need at least a satisfactory rating for the technical approach and transition plan and an acceptable rating for past performance to remain eligible.

What Is the NISC Contract Family?

Leidos holds NISC IV, a potential 10-year contract worth up to $1.76 billion awarded in December 2020 covering system upgrade, technology development and implementation support. The agency awarded the $1.4B NISC III contract in October 2010 to Lockheed Martin‘s former information systems and global solutions, or IS&GS, unit. Leidos completed its acquisition of the IS&GS business in August 2016.

Parsons holds the related Technical Support Services Contract, winning the 10-year, $1.8 billion TSSC 5 in April 2023. In January 2026, the company received a $593 million contract extension from the FAA through an early exercise of an option under the TSSC 5.
