The Department of Homeland Security’s U.S. Citizenship and Immigration Services is planning a potential contract valued at between $50 million and $100 million for enterprise-grade open-source intelligence, or OSINT, software to support investigations and threat assessments, and enhance situational awareness.
What Is the Scope of the Planned USCIS Acquisition?
According to a notice posted Friday on the Acquisition Planning Forecast System, USCIS is seeking a research tool built for open-source investigations that can gather, analyze and display publicly available information. Authorized personnel would use it to pull real-time data from a range of public and commercial sources.
The tool is also meant to automate the collection and analysis of open-source content, surfacing derogatory information and cutting down on the time analysts spend manually reviewing data. To keep research secure, the system should include a persistent misattribution environment for anonymous browsing. USCIS also wants account-level management support, an easy-to-navigate interface, subject recognition and batch query features.
The planned OSINT acquisition reflects the DHS’ broader push to use AI, data and advanced technologies in support of border security and immigration enforcement. What Are the Other Details of the Proposed Contract?
USCIS anticipates releasing the solicitation Dec. 15, with an award expected in the second quarter of fiscal 2027. The firm-fixed-price contract is scheduled to run through March 31, 2032.
The requirement will be competed as a full small-business set-aside through NASA’s Solutions for Enterprise-Wide Procurement V contract vehicle. Performance is expected to take place in Camp Springs, Maryland.
The planned OSINT acquisition follows a separate USCIS notice from June disclosing plans for a $100 million contract to support its Immigration Biometrics and Identity Services program, also structured as a small business set-aside. The proposed contract would cover IT services tied to identity management and biometrics, along with data analytics and machine learning work meant to help resolve entity records across the immigration system.
