He was commander of Submarine Group EIGHT as part of the U.S. Naval Forces Europe and Africa, director of total force manpower and military personnel policy within the Navy Bureau of Personnel, and commander, U.S. Pacific Submarine Force.

After more than three decades of service in the U.S. Navy, he held senior command positions that included president of the National Defense University.

Following his military retirement, Roegge joined Holtec International, where he served as senior vice president, chief strategy officer and president of Holtec Government Services.
