The U.S. Coast Guard is planning to compete a potential contract valued at more than $100 million for program management and analytical support services to help advance modernization, governance and transformation efforts within the service’s systems enterprise.
According to a notice published on the Department of Homeland Security’s Acquisition Planning Forecast System on Friday, the requirement will support the Coast Guard’s Deputy Commandant for Systems organization.
The follow-on contract, expected to be awarded in the second quarter of fiscal year 2027, will be competed as a small business set-aside through the OASIS+ contract vehicle. The incumbent contractor is Java Productions.
The U.S. Coast Guard operates under the Department of Homeland Security during peacetime and plays a central role in the agency’s efforts to modernize mission systems, strengthen operational capabilities and advance technology adoption. What Support Will the Contractor Provide?
The Coast Guard is seeking professional and technical support services to assist the DCS enterprise with organizational transformation, strategic planning and systems integration activities.
The contractor will provide support in areas, including project and portfolio management, data and IT architecture modernization, logistics, and lifecycle support for systems engineering processes.
Additional responsibilities will include change management, governance support, strategic communications, analytical services, real property support, and facilitation and documentation services intended to improve operational efficiency and enterprise decision-making.
The Coast Guard expects to release the solicitation in September and anticipates contract performance running through January 2032.
What Is the Deputy Commandant for Systems Organization?
The planned procurement comes as the Coast Guard continues implementing a major organizational restructuring under its Force Design 2028 initiative.
In July 2025, the service officially transitioned from the former Mission Support-Deputy Commandant for Materiel Readiness organization to the DCS structure, led by Rear Adm. Chad Jacoby.
The reorganization established five mission-focused domains — air, shore, surface, C5I, and robotic and autonomous systems — intended to improve lifecycle management, acquisition planning, sustainment and capability delivery across Coast Guard systems and assets.
