The Department of Homeland Security’s Federal Emergency Management Agency has started soliciting information on the follow-on Public Assistance – Technical Assistance Contract, or PA-TAC VI, vehicle.

As FEMA explores industry capabilities through its latest public assistance market research effort, contractors have an opportunity to position themselves for future homeland security and disaster response requirements. The broader DHS landscape is also evolving with increased investment in artificial intelligence, cyber defense and operational capabilities. According to a request for information published Thursday, FEMA will accept responses to the market research effort through June 3.
What Is the Purpose of the PA-TAC VI Contract?
Through PA-TAC VI, FEMA aims to identify qualified contractor personnel with the technical expertise to support the agency’s public assistance activities and other missions in response to presidentially declared disasters and emergencies.
The proposed contract vehicle will serve as a follow-on to PA-TAC V, which was awarded in 2024. Four companies secured spots on the fifth iteration of the contract, which covers support for FEMA’s public assistance activities across four geographic zones.
What Is the Scope of the Contract Vehicle?
According to the draft performance work statement, FEMA intends to select up to five contractors to provide support for public assistance activities following presidentially declared disasters. Task orders will be competed among the awardees to ensure timely and scalable support in response to disaster-related requirements.
The contract will provide FEMA with qualified technical personnel and subject matter expertise to support the delivery of public assistance services nationwide.

- Appeals, audits and arbitration support
- Consolidated Resource Center support
- Cost Estimating Format support
- Development and maintenance of equipment rates
- Field Technical Specialist support
- Program Delivery Manager support
- Public Assistance Community Disaster Loan Program support
- Public Assistance program analysis and advisory services
- Site Inspection services
FEMA Headquarters requires contractor support for national-level public assistance mission activities, including planning, training, project management and program analysis. The agency also needs support for Consolidated Resource Centers, including claim validation, cost estimating, technical reviews, insurance compliance verification, quality assurance and project documentation reviews for disaster recovery efforts nationwide.
