Former Parry Labs Exec Dave Walsh Joins Combined Qualis, InTrack Radar Technologies, Tektonux Company

Bluestone Investment Partners has named David Walsh as chief strategy officer and executive vice president of a new defense company that formed from the combination of Qualis, InTrack Radar Technologies and Tektonux.

Walsh will lead integration efforts across the combined organization’s software, hardware and engineering portfolio and ensure the delivery of mission-ready capabilities aligned with customer requirements, Bluestone, the private equity firm that backed the merger, said Monday.

“Bluestone invested in the Qualis, InTrack, and Tektonux platform to accelerate the integration of their hardware and software engineering efforts into deployable products faster to meet emerging threats,” John Allen, managing partner at the private equity firm, stated. “The addition of Dave to the team significantly enhances the platform’s ability to drive innovation given his mission-focused pedigree and proven ability to rapidly deliver exceptional products for the customer.”

Who Is David Walsh?

Walsh is a technology executive with experience leading engineering, product development and integration for defense systems. He most recently served as senior vice president and chief technology officer at Parry Labs, where he oversaw technical strategy and helped scale hardware and software products across multiple platforms.

Prior to Parry Labs, he served as director of open systems at Collins Aerospace. His resume also includes leadership roles at Leidos and General Atomics.

Before his private sector career, he served in the U.S. Army as an uncrewed aircraft system operator supporting MQ-1C Gray Eagle and RQ-7B Shadow missions.

What Do the Combined Companies Offer?

The merger, announced in February, brings together expertise in radar, missile defense, electronic warfare and space systems to support modernization across the sensor-to-shooter continuum. The combined platform is designed to accelerate the development of integrated hardware and artificial intelligence-enabled software for mission-critical applications.

The company’s offerings include signal collection and analysis in contested electromagnetic environments, as well as the Phoenix NexGen User Experience Framework, which integrates AI agents into command-and-control and missile defense missions. Its systems aim to enhance ballistic missile early warning, space surveillance and integrated fires capabilities while reducing operational burden on warfighters.

The organization serves customers across the U.S. Army, U.S. Space Force, U.S. Air Force, Missile Defense Agency and NASA.
