Space Systems Command Issues Draft RFP for HADES Contract

Space Systems Command has released a draft request for proposals for the Hybrid Architecture and Development for Experimental Systems, or HADES, contract, which aims to support the procurement of prototype and operational satellite ground systems, satellite operations centers and support services.

According to a Jan. 21 presolicitation posted on SAM.gov, SSC is soliciting comments and questions regarding the draft RFP for the HADES contract and will accept feedback through March 20.

In early December, the command offered a preview of the HADES program, which will as a follow-on to the Engineering, Development, Integration and Sustainment Services, or EDIS, contract.

What Is the Scope of the Space Force HADES Contract?

According to the performance work statement, the HADES contract will primarily support the Research, Development, Test and Evaluation Support Complex at Kirtland Air Force Base in Albuquerque, New Mexico, to help RSC speed up mission design and ground integration, ground system tests, launch and on-orbit operations, and rapid fielding in support of warfighters.

SSC expects to award between four and six task orders under the indefinite-delivery/indefinite-quantity contract.

The PWS outlines basic services, including contract transition, support services, ground system, facility and software support services. For ground system services, support includes engineering and design; development; integration; sustainment; and decommission, disposal, or transfer.

What Industry Feedback Is SSC Seeking on the HADES Draft Solicitation? 

SSC is seeking industry input on unlimited government data rights and PWS structure in relation to the overall format, structure and ease of use of the work breakdown structure.

Additional feedback is requested on the completeness and clarity of the development PWS task order, the adequacy and understanding of the award fee plan and the overall sufficiency of documents included in the draft solicitation.

The government noted that some materials, such as the complete contract data requirements list, are not yet included and that the draft RFP will be updated throughout the comment period in response to industry feedback.
