CBP Plans $100M Modular Mobile Surveillance System Contract

Customs and Border Protection is planning to solicit a new requirement for a Modular Mobile Surveillance System, or M2S2, program with an estimated value exceeding $100 million.

What Is the Scope of the Proposed M2S2 Contract?

According to a notice published Friday in the Acquisition Planning Forecast System, the effort will cover delivery, engineering, testing, training, logistics, warranty, maintenance, and program management in support of the M2S2 system. The proposed contract will also provide Contract Data Requirements List, or CDRL, documentation.

What Are the Other Details of the M2S2 Contract?

The potential award will be competed as a new contract under the General Services Administration Schedule. It is structured as a combination contract and will run through Nov. 29, 2031. The solicitation is expected to be released through GSA eBuy by April 15, with an award anticipated in the first quarter of fiscal year 2027.

Previous CBP Technology Modernization Efforts

The M2S2 program builds on earlier CBP efforts to enhance operational capabilities by leveraging artificial intelligence and other emerging technologies. Those efforts include a potential $100 million contract announced in January for recompete, covering geospatial information system software and services, including maintenance support for existing software licenses and technical services for system architecture design and implementation. In October 2025, the agency awarded a multi-million-dollar contract to Exiger to enhance illicit transshipment detection capabilities in global supply chains.
