War Department Awards Spots on $25.4B ATSP V Contract to 10 Companies

The Defense Microelectronics Activity has awarded 10 companies positions on the potential 10-year, $25.36 billion Advanced Technology Support Program V, or ATSP V, multiple-award contract for engineering development support services.

Which Companies Were Selected for the ATSP V Contract?

The Department of War said Tuesday the 10 companies eligible to receive task orders under the ATSP V contract are:

  • Leidos
  • Northrop Grumman Systems

What Are the ATSP V Contract Structure & Funding Details?

ATSP V is an indefinite-delivery/indefinite-quantity, firm-fixed-price and cost-plus-fixed-fee contract that features a five-year base ordering period with two option periods of three and two years. DMEA, based in McClellan, California, will obligate $65,000 in fiscal 2026 funds, with $5,000 assigned per task order at the time of award. Specific work locations and funding amounts will be determined as individual orders are issued.

What Did the ATSP V Request for Proposal Call For?

In March 2025, DMEA released a request for proposals for the ATSP V contract, initially estimated at $1 billion. The RFP sought industry input for a multiple-award IDIQ contract with cost-type or fixed-price task orders.

What Is ATSP V?

The ATSP V program accelerates the development, acquisition and deployment of advanced technologies for the DOW and other federal agencies. It strengthens the microelectronics supply chain, enhances system performance, and provides hardware and software engineering support, including analysis, design, prototyping, testing, integration and production. The program also addresses capability gaps and mitigates electronics obsolescence.

How Did ATSP IV Set the Stage for ATSP V?

The predecessor program, ATSP IV, was first awarded in 2016 and received a major contract modification in 2020, increasing its potential value to $10.27 billion for engineering and technology services to modernize DOW electronic systems. The program was later expanded to a total potential value of about $17.47 billion, with an ordering period through March 31, 2026.
