ICE to Acquire Workday-Powered Human Capital System

The Department of Homeland Security’s Immigration and Customs Enforcement is planning to award a blanket purchase agreement for a human capital end-to-end management solution powered by Workday. The planned firm-fixed-price award is valued at over $100 million and is expected in the second quarter of fiscal year 2026, according to an updated announcement on the DHS Acquisition Planning Forecast System.

What Will the HCMS Cover?

ICE’s Office of Human Capital oversees technology applications for workforce management. HCMS will provide the office with end-to-end human capital management capabilities, including recruitment, onboarding, career development, performance management, benefits administration and retirement planning. It will allow authorized users to create, modify, close, query, view, print and export personnel records, ensuring consistent and efficient data management across the agency.

When Will ICE Issue the Solicitation?

The solicitation is scheduled for release on Dec. 10, with contract completion expected by February 2030. The BPA will be competed under the General Services Administration Schedule. Work will be performed in Washington, D.C.
