Assurance Technology Secures $244M NRL Contract for Radio Frequency R&D Support

Assurance Technology Corp. has received a $244 million contract from the Naval Research Laboratory to provide engineering, analytical and technical services in support of NRL’s Focused Radio Frequency Optimized Signal Transference, or FROST, program.

According to a SAM.gov notice published Thursday, NRL competitively procured the FROST indefinite-delivery/indefinite-quantity contract as a total small business set-aside program.

FROST IDIQ Contract Details

In a Sept. 26 contract notice, the Department of Defense said NRL issued a $28.7 million cost-plus-fixed-fee task order, which includes options and has a cumulative value of $87.7 million. 

Work on the initial task order will take place at NRL in Washington, D.C., and will run through September 2028.

The Navy obligated $10.3 million in fiscal 2025 research, development, test and evaluation funds at the time of award.

What Is the Objective of NRL’s FROST Program?

In February, NRL issued a solicitation for the cost-plus-fixed-fee IDIQ contract to acquire RF engineering and technical services to advance aerospace technology with the intent of supporting the Navy’s mission.

Under the FROST program, the contractor will conduct space-to-ground research involving the transmission of energy to various objects in space using various radio frequencies. Objects receiving the transmitted energy will then be processed, while the results will be analyzed by other antennas located worldwide.

The project will also be leveraged for the integration and enhancement of established systems at remote sites.
