He has directed cross-functional teams and aligned data and tech assets to business value through monetization and strategic enablement. Partsch has extensive experience in IT, generative AI, governance, interoperability, cybersecurity and product development.
Career Highlights & Leadership Roles
Before joining CTC, Partsch served as the Commonwealth of Pennsylvania’s chief data officer from February 2020 through April 2025 and as the chief information officer and chief security officer at InXite Health Systems for nearly two years. Partsch served on the cybersecurity for executives advisory committee at the University of South Florida. He was also the CIO and CSO of West Virginia Health Information Network for over three years and was part of the master of science health informatics advisory committee at Marshall University. He spent 17 years in various technology leadership roles at Geisinger Health System, specializing in enterprise information management, process automation and technology integration in clinical and non-clinical settings. Earlier in his career, he worked as a computer specialist at the FBI.
