ICE to Recompete ERO Contact Center of Operations Support Contract

The Department of Homeland Security’s Immigration and Customs Enforcement plans to launch a competition for a follow-on award to continue providing technical and professional support services for the Enforcement and Removal Operations, or ERO, Contact Center of Operations.

According to a notice published Monday on the Acquisition Planning Forecast System, ICE expects the recompete contract for the ERO Contact Center of Operations, or ECCO, to be worth $50 million to $100 million.

The agency anticipates releasing a solicitation by May 1 and awarding the follow-on contract by the fourth quarter of fiscal year 2025.

Work will be performed in Irvine, California, and Washington, D.C., with an expected completion date of Aug. 23, 2030.

What Is ECCO?

ECCO is a call center that supports several informational phone lines. These include the Victims of Immigration Crime Management, or VOICE; DHS Victim Information and Notification Exchange, or VINE, hotline; and the Migrants Protections Protocol, or MPP, line.

It is manned by trained operators who are available Monday through Friday from 8 a.m. to 8 p.m. EST.

Follow-On ECCO Contract Requirement

According to the APFS notice, ICE intends to recompete the ECCO contract requirement through the Scalable Ways to Implement Flexible Tasks, or SWIFT, contract vehicle.

The scope of the proposed follow-on award includes telephonic and non-telephonic intake; database and systems management; data system operational analytics; data systems maintenance and enhancements to include new ECCO data systems to align with any policy changes impacting ECCO operations; intake data analytics; report generation; and programmatic recommendations from intake data.

Incumbent Contractor

As the incumbent contractor, Capgemini Government Solutions provides professional support services for ECCO. 

According to a justification and approval document, ICE awarded a potential 12-month contract to Capgemini in February to support continued operations while the agency conducts a competitive competition for the recompete ECCO contract requirement.
