IBM has agreed to acquire Applications Software Technology for an undisclosed sum to broaden its capabilities in supporting public sector customers’ digital transformation efforts with Oracle Cloud Applications.
The New York-based technology corporation said Thursday it expects the transaction to close in the first quarter of 2025, subject to regulatory approvals and other customary closing conditions.
Strengthening Public Sector Presence
“Public sector clients’ cloud transformations often require a consulting partner with industry, domain and technology expertise,” said Kelly Chambliss, senior vice president of IBM Consulting, Americas.
“The acquisition of Applications Software Technology will boost IBM’s public sector and Oracle Cloud Application skills to help clients confidently navigate their business transformations,” Chambliss added.
Upon the deal’s closing, Applications Software Technology will operate as part of IBM Consulting.
IBM expects the transaction to strengthen its ability to support local government, educational institutions and other public sector customers across North America, the U.K. and Ireland and further support its open ecosystem approach.

Since 1996, the Lisle, Illinois-based company has been a partner of Oracle and has a large team of consultants with expertise in the Oracle Cloud Applications Suite, Oracle Cloud Infrastructure, JD Edwards and NetSuite. It also has partnerships with Salesforce and MuleSoft.
