This marks the seventh consecutive year that Gilliland was included in the annual Wash100 list of top public and private sector individuals who demonstrated exemplary leadership and innovation across the GovCon market.

Gilliland oversees GDIT’s government contracts covering the provision of cybersecurity, IT support, software development, training and digital transformation services to civilian and military customers.
Notably, GDIT is among the 32 companies awarded spots on a potential 10-year, $32.5 billion Training Systems Acquisition IV contract from the U.S. Air Force to design, build, produce and sustain training systems used by warfighters at various operating sites worldwide.
The company also supports the U.S. Army’s pilot training program under a potential 12-year, $1.7 billion contract awarded in March 2023. As the prime contractor, GDIT delivers virtual flight simulators in support of rotary wing flight training activities at Fort Rucker in Alabama.
“We have partnered with the U.S. Army for nearly two decades and provided more than 1 million hours of simulation training,” Gilliland commented on the award.
In June, GDIT booked a $383 million contract to help the Navy’s Surface Combat Systems Training Command train more than 100,000 allied sailors in classroom and instructor simulation settings ashore and aboard naval warships.
GDIT’s most recent contract awards include a $712 million task order from the Department of Homeland Security to continue to modernize the St. Elizabeths Campus in Washington, D.C., a potential $449.9 million task order to provide hosting, operations and maintenance support services for the Centers for Medicare and Medicaid Services’ integrated accounting system, and a potential 10-year, $2.54 billion contract from the Department of the Interior to support the Indian Health Service’s health IT modernization initiative.
In September, the company expanded its research and development capabilities with the opening of the GDIT Emerge Innovation Center in Falls Church, Virginia, to support the demonstration of Digital Accelerator technologies to customers in the commercial and government sectors.
“We have increased investments in our Digital Consulting Practice and expanded R&D to ensure we remain at the forefront of technology advancements. This new innovation center will facilitate collaboration and accelerate solution development for agency missions,” Gilliland said.
In May, GDIT unveiled a technology strategy to advance investments in six digital accelerator areas: zero trust, multi-cloud management, 5G, mission artificial intelligence and machine learning, software factory and automation for IT operations.
According to Gilliland, the investments will enable GDIT to advance its customers’ mission objectives, drive innovation and accelerate career growth for employees.
Workforce development is also among the top priorities of Gilliland in 2023, with the GDIT president emphasizing the importance of “empathy and compassion” in leading a multi-billion dollar enterprise while still driving results.
“It is all about the people. If you take care of your people, they will take good care of your customers. You can lead with empathy and compassion and still drive results,” she said.
Gilliland said in a June interview that GDIT has increased by 50 percent its investment in emerging technologies, R&D laboratories, strategic partnerships and workforce development programs.
“Last year was sort of a ‘Let’s test the strategy and see how quickly we can develop these solutions and see if they are responsive to the requirements that our customers are sharing with us and that we’re seeing in their budgetary lines,’” said the seven-time Wash100 Award recipient.
