USDA Solicits Quotes for STRATUS Cloud BOA Pool 2 On-Ramp

The U.S. Department of Agriculture has issued a request for quotes as it seeks to on-ramp additional vendors into the second pool of the STRATUS program for cloud integration and development support, including managed services.

According to a solicitation published Friday, USDA will accept questions through June 20 and quotes from interested stakeholders through July 11.

What Is USDA STRATUS Cloud BOA Pool 2?

USDA STRATUS is a collection of government-wide basic ordering agreements, or BOAs, designed to provide federal agencies with rapid access to providers of hyperscale cloud, cloud integration and development support, software as a service and other related cloud capabilities.

According to the statement of objectives, agency customers can procure a variety of labor and integration services on Pool 2, including: cloud governance; cloud strategy; cloud and platform architecture; cloud migration; cloud security; platform operations and engineering; continuous integration and continuous delivery pipeline engineering; identity and access management; and change management.

The expiration date of any BOAs obtained through an on-ramp activity is April 9, 2034. The performance period for all orders placed against the BOA will not exceed five years from the completion of the ordering period.

Previous STRATUS Cloud BOA Awards

In April 2024, USDA awarded BOAs to 37 vendors under STRATUS Cloud Pool 2. The department selected 15 large vendors for the program’s unrestricted portion and 22 small businesses for the restricted portion.

The agency also awarded BOAs to 12 companies as part of the program’s Pool 3 for cloud SaaS offerings. USDA tapped five large businesses for the unrestricted track and picked seven small firms for the restricted portion.
