State Department Awards 16 Spots on $5B GLOBALCAP Contract

The State Department has selected 16 companies for the 10-year, $5 billion GLOBALCAP contract vehicle to support U.S. foreign policy initiatives worldwide to strengthen peace, security and regional stability.

According to an award notice published Wednesday, eight companies won spots on the contract’s full and open competition pool and eight vendors on the pool for service-disabled veteran-owned small businesses, or SDVOSB, and women-owned small businesses, or WOSB.

What Is GLOBALCAP?

GLOBALCAP is a multiple-award, indefinite-delivery/indefinite-quantity contract that covers the provision of professional services, including training, mentoring and monitoring services; logistics support services; equipment procurement; design and construction services; and property maintenance support to sub-Saharan Africa and regional organizations.

Under the equipment procurement, for instance, the contractor should assist in purchasing vehicles, unmanned aerial surveillance systems, personnel protective equipment, medical equipment, radios and generators.

The IDIQ contract will support the Bureau of African Affairs’ Office of Regional Peace and Security and the Bureau of Political-Military Affairs’ Office of Global Programs and Initiatives.

In July 2023, the State Department issued a solicitation for the GLOBALCAP contract.
