Phillips, a retired U.S. Army colonel, joined By Light in 2006 and since then has managed the company™s programs with the Defense Advanced Research Projects Agency and Army Materiel Command.
Prior to By Light, he spent nearly three decades in the Army, where he served as chief information officer/G6 for 1st Corps at Fort Lewis in Washington.
