According to the request for proposals posted by the Naval Information Warfare Center Pacific on SAM.gov, the anticipated multiple-award contract will use a cost-plus-fixed-fee structure and cover the full life cycle of unmanned maritime systems, from design and development through testing and operational deployment. All qualifying offerors will be awarded contracts. A minimum guarantee of $5,000 will be shared among all awardees.
The scope includes specification, fabrication, integration and evaluation of unmanned underwater and surface vehicle technologies, along with modernization efforts. Besides engineering services, the work will include logistics, training and direct operational support to deployed naval units operating unmanned systems.
What Are the Mission Areas Supported?
The Navy’s unmanned maritime platforms supported under the contract are used in high-priority mission areas, including explosive ordnance disposal; mine countermeasures; intelligence, surveillance and reconnaissance; anti-submarine warfare; and force protection.
How Will the Awards Be Evaluated?
Proposals will be assessed on technical acceptability and pricing, with no trade-off analysis planned. Small business participation will be a key evaluation factor. Offerors proposing at least 25 percent of the total work for small businesses may qualify for the highest rating under this criterion.
Individual task orders issued under the contract will define performance periods and specific technical requirements.
