The U.S. Navy intends to issue a solicitation for a potential eight-year, $10 billion indefinite-delivery/indefinite-quantity multiple-award construction contract.
According to a presolicitation notice posted on SAM.gov on Friday, awardees will compete for task orders to provide labor, supervision, tools, materials and equipment necessary to perform new construction, repair, alteration and related demolition of existing infrastructure based on design-build or design-bid-build for waterfront, utilities and industrial projects within Hawaii and Wake Island.
For design-build work, the contractor will be required to employ an architect or engineer with experience coordinating multidisciplined architectural or engineering design efforts in all aspects of general building and new and renovation projects.
The anticipated contract will deliver construction services to the Navy, Marine Corps, Air Force, and miscellaneous government agencies. According to the Navy, the minimum and maximum task order limits will be $300 million and $5 billion, respectively.
The evaluation and selection of awardees will depend on six factors: technical approach, experience, past performance, safety, small business utilization and participation, and price.
Interested parties will be able to access the solicitation in electronic format through the Procurement Integrated Enterprise Environment, or PIEE. Prospective offerors must register on the PIEE website and request the proposal manager role to view and download the solicitation.
