NASA to Seek Proposals for Follow-on Goddard Engineering Services Contract

NASA intends to solicit proposals for the third iteration of the Omnibus Multidiscipline Engineering Services contract that has been supporting the directorates within the agency’s Goddard Space Flight Center.

According to a presolicitation notice posted Thursday on SAM.gov, the OMES III contract will provide the Engineering and Technology Directorate with a range of services needed to support the Joint Polar Satellite System, NASA’s Exploration and In-space Services and other projects under GSFC’s largest organization.

The follow-on contract will have a maximum ordering value of $719 million but the total amount could include an additional $215.7 million to cover for programmatic adjustments if needed. It is also anticipated to be a cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity sole-source award.

GSFC will use the contract to order services for space and science technology design, development, integration and testing over a five-year period. The IDIQ will also provide for research, engineering, fabrication, verification and operations of hardware and software to enable future missions.

The request for proposal is expected to be released in late January 2022 and the contract award could be announced early February 2023.

Science Applications International Corp. (NYSE: SAIC) received the potential five-year, $620 million OMES II contract in May 2017. The said contract covers engineering services for the Applied Engineering and Technology Directorate within GSFC and has an ordering period until June 2022.
