NASA Releases Presolicitation for Sounding Rocket Operations Contract IV

NASA will hold a full and open competition for the fourth iteration of a contract that provides for services and supplies in support of the space agency’s Sounding Rockets Program, a flight initiative for conducting rapid scientific experiments in space.

The proposed NASA Sounding Rocket Operations Contract IV will cover program management and implementation as well as delivery of support services and supplies over a five-year period, according to an agency notice posted Wednesday on SAM.gov.

The contract will have management and administration, and development and routine projects assignments as core requirements. There will also be mission and performance task orders under the indefinite-delivery/indefinite-quantity aspect of the contract.

The Wallops Flight Facility of NASA’s Goddard Space Flight Center plans to post a draft request for proposal in September while the final solicitation is scheduled for a November release. The agency also looks to hold an industry day with interested parties in early October.

Orbital ATK, which was acquired by Northrop Grumman (NYSE: NOC), was awarded the NSROC III in April 2016. Under the potential $199.5 million deal, the contractor was expected to conduct 18 launches annually throughout the award’s one-year base performance period and four one-year options.

The agency’s WFF in Wallops Island, Virginia; White Sands Missile Range in White Sands, New Mexico; and remote and mobile launch sites are the contract’s work locations.
