NASA Issues Proposal Request for $1.8B COSMOS Contract

NASA’s Johnson Space Center is soliciting proposals for the contract for Organizing Spaceflight Mission Operations and Systems, or COSMOS, program valued at up to $1.8 billion.

According to a notice posted on SAM.gov, the space agency requires support services to ensure the availability, integrity, reliability and security of critical command and control systems for space vehicles and payloads.

NASA’s COSMOS Contract

Under the contract, NASA will acquire support services for the Mission Control Center Systems, Training Systems, Space Vehicle Mockup Facility and other Flight Operations Directorate mission systems environment. Work will include development, modification, sustainment engineering, maintenance, operations, cyber and communications security.

The selected contractor will also provide mission preparation, real-time mission execution and crew, instructor, and flight controller training for the Orion and Space Launch System programs, the International Space Station and future NASA missions.

The government will award an indefinite-delivery/indefinite-quantity contract with a five-year base period and two 24-month options.

Proposals are due on Dec. 9 with the contract expected to be awarded on June 16, 2025.

COSMOS Contract Conference

NASA will host a pre-proposal conference on Nov. 8 to discuss requirements under the COSMOS program. Companies interested in attending must submit their information and will be added to the Interested Parties list on the NASA COSMOS website.

Further instructions will be sent to companies that register for the event on or before Nov. 1.
