Library of Congress Seeks Proposals for $150M Cloud Services IDIQ

The Library of Congress has issued a solicitation for a potential five-year, $150 million contract to provide cloud computing, professional services, training and related services in support of the information technology needs of LOC’s service units and legislative agencies.

A notice posted Friday says the single-award, indefinite-delivery/indefinite-quantity (IDIQ) contract should include the delivery of Microsoft Azure, Google Cloud Platform and Amazon Web Services cloud services.

“The Cloud service providers defined within this contract were determined based on pre-existing cloud environments currently in production within the Library’s cloud deployments. The Library intends to place orders to support the continuation of these existing cloud services,” the solicitation reads.

The library will require the use of a single master payer account for all task orders to provide visibility and transparency into the full scope of cloud offerings provided under the contract vehicle.

The IDIQ contract’s functional categories include infrastructure as a service, platform as a service, software as a service, data as a service, software subscription services and professional services such as migration, security review and training.

The period of performance will begin on June 22 and run through June 21, 2025. LOC will accept offers through May 18.
