Library of Congress Seeks IT Operations Support to Advance Modernization Effort

The Library of Congress is moving to strengthen the reliability and security of its enterprise IT environment under a potential $150 million multiple-award contract covering operations and maintenance across on-premises and cloud systems.

What Capabilities Will Be Delivered to the Library of Congress?

The indefinite-delivery/indefinite-quantity contract will provide sustainment and modernization services for network, database and web-based applications supporting Library users and mission functions, according to a notice posted on SAM.gov on Monday. Proposals are due Dec. 30.

The contract scope encompasses end-to-end operational support for deployed IT assets.

The Library intends to issue task orders for:

  • Maintaining and upgrading software and infrastructure for servers, storage and security systems
  • Managing network services supporting voice and data communications
  • Supporting database, messaging and collaboration tools
  • Monitoring and managing system performance
  • Providing end-user device and peripheral support
  • Performing data center operations from hardware installation to troubleshooting
  • Delivering independent verification, validation and software testing
  • Training end users and assisting with customer IT needs

Commercial off-the-shelf technology may be procured only when necessary to execute specific support tasks.

The solicitation notes that the Library plans to invest in agile processes to improve products and services and enable greater responsiveness to customer feedback.
