The Center for Strategic and International Studies will announce today the appointment of Jerry McGinn, a GovCon thought leader and a three-time Wash100 awardee, as the inaugural director of the Center for the Industrial Base, formerly the Defense-Industrial Initiatives Group.
Leading the CSIS Center for the Industrial Base
According to a press release received in advance by GovCon Wire, McGinn will oversee CIB’s efforts to expand CSIS’s defense industrial base work, focusing on government contracting trends, federal and defense industrial base challenges, industry-government collaboration and international industrial collaboration, among other issues.
CIB will be part of the center’s Defense and Security Department and collaborate with research programs across CSIS’s four departments to lead cross-cutting analysis.
“Jerry is one of the nation’s top experts at a time when the industrial base is among the most pressing issues for the United States,” said Seth Jones, president of the Defense and Security Department at CSIS.
“Jerry has published numerous influential reports and white papers on industrial base issues, and he brings to CSIS an exceptional background that has spanned the U.S. Department of Defense (DoD), industry, and academia,” Jones added.
Who Is Jerry McGinn?
McGinn most recently served as executive director of the Greg and Camille Baroni Center for Government Contracting at George Mason University’s Costello College of Business.
Under his leadership, the GMU center has published over 80 reports, commentaries and white papers on GovCon, budget report, intellectual property, international cooperation and other issues.
Before joining GMU, McGinn was principal deputy director at the Department of Defense’s Office of Manufacturing and Industrial Base Policy. He also served as a special assistant to the principal deputy under secretary of defense policy at DOD.
The U.S. Army veteran and West Point graduate held senior defense industry positions at Northrop Grumman, Deloitte Consulting, QinetiQ North America and Software AG Government Solutions.
The former political scientist at RAND holds a master’s degree and a doctorate from Georgetown University.
An official announcement from CSIS regarding McGinn’s appointment is expected to be released later today.
