Starr has been with SAIC for nearly a decade now, joining as senior director of federal civilian enterprise services in April 2014. In his most recent role as VP, he was responsible for research and development, strategic alliances, industry analyst relations and operations policy and process. The executive also serves as chief operating officer of Koverse, an SAIC company.
Prior to working at SAIC, Starr spent over eight years at General Dynamics‘ (NYSE: GD) information technology business. His roles at GDIT were director of civilian programs, senior program manager and portfolio manager for operations design and innovation.
Starr’s career also includes time serving as special assistant to the under secretary for management at the Department of Homeland Security.
